2024 Penny Referendum

More than 10 years after Richland County residents approved the first Transportation Penny referendum, the positive impact of that support continues to improve our infrastructure and quality of life.
The current Transportation Penny will fund projects through 2026. In July, County Council held a public hearing to gather opinion on a new referendum that would continue the current 1 percent sales tax, sustaining the Penny program and infrastructure improvements beyond 2026.
Using the information from this public hearing and an extensive analysis of County needs over the next 25 years, Council approved adding a new referendum to the November 2024 ballot.
The Transportation Penny is estimated to raise $4.5 billion and includes three project categories which are Community Investment Projects (48% of funding), County Advancement Projects (30% of funding), and COMET Enhancement Projects (22% of funding).
