Alpine Road Sidewalk

Projects Details:

The project consists of construction of concrete sidewalks, pedestrian ramps, painted crosswalks and utility coordination and necessary utility adjustments along Alpine Road. Also included in this project is the resurfacing of Alpine Road from the intersection with SC 12 (Percival Road) to US 1 (Two Notch Road) except where is has been recently resurfaced.

Atlas Road Widening Phase 1A – Utility Installation

Projects Details:

The widening of Atlas Road from 2 lanes to 5 lanes between Shop Road and Garners Ferry Road. Phase 1A covers all utility relocation work.

The widening of Atlas Road from 2 lanes to 5 lanes between Shop Road and Garners Ferry Road. Project will include 2 bike lanes, curb and gutter, and two sidewalks.

Projects Details:

Clemson/Sparkleberry Intersection

Projects Details:

The proposed scope recommends improvements to the Clemson Road and Sparkleberry Lane intersection to increase intersection capacity. The project limits along Clemson Road begin at the Corporate Park Drive/Frontage Road Intersection and end at Sparkleberry Crossing Road intersection and the limits along Sparkleberry Lane begin at Clemson Road and end at Mallet Hill Drive. Crane Creek Greenway

Projects Details:

Project scope is to design a recreational greenway from the Columbia canal diversion dam (headgates) extending north along the west side of the Broad River across Smith Branch, then turn toward the edge of Broad River and continue north along the rivers edge crossing over Crane Creek and terminating just north of the Crane Creek. Design a bridge across Smith Branch to carry City of Columbia specified vehicles and pedestrian crossing over Crane Creek.

Projects Details:

The scope of this project was determined in Phase 1 (concept phase) and was selected directly from the approved Richland County Neighborhood Master Plan and refined based public and stakeholder input and available funding. The project will be further broken down into two phases. Phase 2 will include (1) new sidewalk and streetscape improvements along Blue Ridge Terrace, Heyward Brockington Road, and Crane Church Road; and (2) streetscape improvements along Monticello Road. Phase 3 will include new sidewalks along Dakota Drive, Seagull Lane, Roberson Street, and Lincolnshire North Drive.

Decker/Woodfield NIP

Projects Details:

The scope of the proposed neighborhood improvement project was determined in Phase 1 (concept phase) of this project. The project scope was selected directly from the approved Richland County Neighborhood Master Plan and refined based on public and stakeholder input and available funding. The project will be further broken down into two phases. Phase 2 will include design and plan development for Brookfield Sidewalk, Faraway Sidewalk and the Chatsworth Pedestrian Connector. Gills Creek Greenway

Projects Details:

The scope of this project was identified in Phase 1 (concept phase) of this project, and was based on public and stakeholder input, impact studies, and costs. Phase 2 scope includes approximately two thousand five hundred (2,500) linear feet of a greenway and trail with boardwalks and supporting facilities that extend along Gills Creek from S-2205 (Beecliff Drive) to S-407 (Mikell Lane).

Kelly Mill Rd Widening

Projects Details:

The proposed scope recommends widening the current roadway alignment from two lanes to three lanes (This new alignment starts at the intersection at with Hard scrabble road and extends 1.2 miles along Kelly Mill road), along with adding sidewalk on both sides of the roadway.

Lower Richland Blvd Widening

Projects Details:

The project consists of widening the existing roadway to five lanes (two lanes in each direction with a 15- foot center median) from Garners Ferry Road (US 76 / 378) toward Rabbit Run (S-2089 / 404) for an approximate distance of 1300 feet. After 1300 feet, widen the existing road to three lanes (one lane in each direction with a 15-foot center median) to the intersection with Rabbit Run (S-2089 / 404). Extend the existing sidewalk along the east side of Lower Richland Boulevard to Garners Ferry Road. Provide a sidewalk on the west side of Lower Richland Boulevard from Rabbit Run to Garners Ferry Road. A roundabout will be constructed at the intersection of Lower Richland Boulevard and Rabbit Run. Improve the skew angle for the northbound approach on Lower Richland Blvd at Garners Ferry Rd.

Pineview Road Widening

Projects Details:

This project will consist of widening the existing roadway to three lanes between Shop Road (SC 768) and Garners Ferry Road (US 76/US 378). The addition of a two-way left turn lane along the length of the roadway with exclusive left turn lanes at certain locations.

Polo Road Widening

Projects Details:

The proposed scope is from Two Notch Road to Mallet Hill Road with bicycle and pedestrian accommodations. Based on Council’s approval, the scope provides intersection improvements (turning lanes) at the locations of the four intersections (Polo Road with Two Notch Road, Running Fox Road, Miles Road, and Mallet Hill Road), and then include 5’ concrete sidewalk with 3’ offset from back of curb and gutter section along both sides of the roadway.

Shop Road Widening

Projects Details:

The project consists of widening the existing roadway to five lanes (two lanes in each direction with a 13-foot center median) with 5’ bike lanes, curb and gutter, and 5′ wide sidewalks on both sides of the road from the intersection with George Rogers Blvd. toward Mauney Drive for an approximate distance of 2.2 miles. Southeast Richland Neighborhood Project (SERN) Phase 2

Projects Details:

The Southeast Richland Neighborhood Master Plan includes three projects that are included in the Transportation Penny Program. The three projects are: (1 Multi-use path on Rabbit Run from Garners Park Road to Lower Richland Blvd; (2 Multi-use path on Lower Richland Blvd from Rabbit Run to the High School; (3 Garners Park Road: 2-lane road on new location from US 76/378 (Garners Ferry Road/Garners Ferry Sports Complex to S-2089 (Rabbit Run, approximately 0.5 miles. A fourth project was included to correct an existing drainage problem with Rabbit Run.

Blythewood Road Widening

Projects Details:

The proposed scope recommends a 5-lane (4 travel lanes with a center turn lane) improvement from I-77 west to Syrup Mill Road. Provisions for bicycle and pedestrian accommodation are proposed through construction of offset, shared use paths. This project also includes a double-lane roundabout at the intersection of Community Road and Cobblestone. Leftover funds from Blythewood Area Improvements will be moved over to cover the shortage on this project once approved by County Council.

Bull/Elmwood Intersection

Projects Details:

The proposed scope recommends that Elmwood Avenue have an additional lane constructed on the south side of Elmwood Avenue beginning at Marion Street and ending at the Bull Street intersection to provide eight lanes and a raised concrete median. The existing southbound right- turn lane from Bull Street to Elmwood Avenue is proposed to be converted to a channelized free flow movement. Bull Street is proposed to be restriped to add an additional northbound through lane and remove the southbound dedicated right turn onto Calhoun Street. The leg of Elmwood Avenue that is used as the entrance to the old Department of Mental Health Facility will retain the existing lane configurations

Garners Ferry/Harmon Intersection

Projects Details:

The proposed scope recommends that Garners Ferry Road be widened to provide a dedicated right turn lane onto Harmon Road. It is also proposed to provide widening along Harmon Road to provide turn lanes. No modifications to Horrell Hill Road are proposed with this project. A new traffic signal is to be installed with the proposed project.

Innovista 2 – Greene Street Phase 2

Projects Details:

This project consists of converting Greene Street from a 4-lane and 2-lane roadway to a 3-lane curb and gutter roadway with sidewalks and dedicated bike lanes from Huger Street to Gadsden Street. Additionally, this project includes a new bridge over the Norfolk Southern and CSX railroads to reconnect Greene Street. The project also includes permanently closing Devine Street between Pulaski Street and Gadsden Street and Gadsden Street behind the USC Greek Village at the Norfolk Southern crossings once the Greene Street roadway and bridge are open to traffic.

Screaming Eagle/Percival Intersection

Projects Details:

The proposed scope recommends realigning Screaming Eagle Road to bring the angle of the intersection closer to 90 degrees, which will improve safety as well as widening Screaming Eagle Road to provide left- and right-turn lanes to improve capacity. Percival Road will also be widened to provide a left-turn lane onto Screaming Eagle Road.

Three Rivers Greenway Phase 1B

Projects Details:

The proposed Three Rivers Greenway Extension Ph. 1 project incorporates an 8-foot-wide concrete trail that undulates from I-26 along the Saluda River, and continues past Riverbanks Zoo to the confluence of the Saluda and Broad Rivers. Features of the greenway will include boardwalks, a maintenance building, security lighting, renovated boat ramp, parking lot, environmentally friendly public restrooms, signage and information kiosks.
