Kelly Mill Road – Public Information Meeting

The purpose of the meeting  was to gather input from the local community, concerned citizens, and project stakeholders regarding proposed improvements to Kelly Mill Road, between Hard Scrabble Road and EJW Road, in Blythewood. Richland County proposes to improve Kelly Mill Road extending approximately one mile east of Hard Scrabble Road to EJW Road. The project corridor consists of three schools and residential homes, which may have slight impacts near the right of way. The project is designed to enhance traffic flow, increase safety, and provide dedicated facilities for pedestrians and bicyclists. Proposed improvements include:

  • 15-foot center median throughout the project corridor
  • 5-foot sidewalk to the south (same side as schools)
  • 10-foot shared use path to the north
  • drainage improvements

A-Kelly Mill Road: Reasons why other routes won’t work:
-We don’t have the funding to extend the roadway past EJW road
-Center HOV Lane can’t function for 2 way traffic(only one way)

July 1, 2025, 6:00 pm, Public meeting at Crickentree Subdivision:  There were about 20 people who attended the meeting, and the comments are below:

-Extend project past EJW road not Hardscrabble (other direction)

-Move shared use path to the other side of the road

-Why does DOT want widened intersection at Hardscrabble Road

-Is this the start of a multi-phase project/plan for the area?

-Why extend the project to Hardscrabble if DOT isn’t going to extend the sidewalk, have sidewalks on Hardscrabble

-What is the impact of new/additional traffic near the YMCA; there should be a stoplight at the YMCA
-We don’t want children/pedestrians crossing Kelly Mill at multiple points

-How will the project handle water; there has been flooding in the area

-How are developers in the area held to a standard?

-There are public safety, and environmental concerns with this project

-Bring developer and DOT to next meeting

-the proposed center lane should be an HOV lane

-there should be warning signs that traffic is approaching schools

-minimize the impact of construction at Crickentree subdivision entrance

-There should be penalties for developers (liquidated damages)
