Lower Richland Blvd Widening
District 11
The project consists of widening the existing roadway to five lanes (two lanes in each direction with a 15‐foot center median) from Garners Ferry Road (US76/378) toward Rabbit Run (S‐2089/404) for an approximate distance of 1300 feet. After 1300 feet, widen the existing road to three lanes (one lane in each direction with a 15‐foot center median) to the intersection with Rabbit Run (S‐2089 / 404). Extend the existing sidewalk along the east side of Lower Richland Boulevard to Garners Ferry Road. Provide a sidewalk on the west side of Lower Richland Boulevard from Rabbit Run to Garners Ferry Road. A roundabout will be constructed at the intersection of Lower Richland Boulevard and Rabbit Run. Improve the skew angle for the northbound approach on Lower Richland Blvd at Garners Ferry Rd.

Project Status:
- ROW plans are 99% complete, with acquisition already approved. The team is currently on standby for any potential changes resulting from ongoing acquisition activities. ROW acquisition is approximately 60% complete. To date, 1 tract have been acquired, and permissions have been received for multiple parcels. A total of 10 tracts require acquisition, with additional permissions anticipated. Condemnation proceedings have begun on some of the tracts. The next steps include continuing negotiations, reviewing counteroffers, and finalizing condemnations as necessary. The overall completion date remains to be determined. Environmental work is 100% complete with no further actions required. Utility Coordination and design are both at 98% completion. Coordination efforts are in final phase, while utility design is ongoing with final plan submission forthcoming. No easements will be needed at this point in the project. Final plans are 95% complete. The project team is actively developing the 100% plans and bid documents, with submission to Richland County and SCDOT targeted for May 31, 2026.
