Dirt Road Paving Package “Q”
Dirt road designs to be included in upcoming paving packages. Contracts include road construction plans; Stormwater drainage improvements; ROW certifications; Utility coordination; permitting; project manuals and other requirements for construction bidding packages.

Garners Ferry/Harmon Intersection
The proposed scope recommends that Garners Ferry Road be widened to provide a dedicated right-turn lane onto Harmon Road. It is also proposed to provide widening along Harmon Road to provide turn lanes. No modifications to Horrell Hill Road are proposed with this project. A new traffic signal is to be installed with the proposed project.

Gills Creek Greenway
The scope of this project was identified in Phase 1 (concept phase) of this project, and was based on public and stakeholder input, impact studies, and costs. Phase 2 scope includes approximately two thousand five hundred (2,500) linear feet of a greenway and trail with boardwalks and supporting facilities that extend along Gills Creek from S-2205 (Beecliff Drive) to S-407 (Mikell Lane).

Innovista 2 – Greene Street Phase 2
This project consists of converting Greene Street from a four-lane and two-lane roadway to a three-lane curb and gutter roadway with sidewalks and dedicated bike lanes from Huger Street to Gadsden Street. Additionally, this project includes a new bridge over the Norfolk Southern and CSX railroads to reconnect Greene Street. The project also includes permanently closing Devine Street between Pulaski and Gadsden streets and closing Gadsden Street behind the USC Greek Village at the Norfolk Southern crossings, once the Greene Street roadway and bridge are open to traffic.

Innovista 3 – Williams Street
The City will manage the project that continues Green Street from Huger Street to intersect with the continuation of Williams Street.

Jackson Creek Greenway
This proposed project will consist of a greenway that extends from North Trenholm Road Extension and meandering along a route to be determined generally following Jackson Creek and terminating at Trenholm Road near Decker Boulevard. Total length of the greenway is proposed to be 1.3 miles.

Kelly Mill Rd Widening
The proposed scope recommends widening the current roadway alignment from two lanes to three lanes (This new alignment starts at the intersection at with Hard scrabble road and extends 1.2 miles along Kelly Mill Road), along with adding sidewalk on both sides of the roadway for pedestrian access to Lake Carolina Elementary School & Kelly Mill Middle school.

Lower Richland Blvd Widening
The project consists of widening the existing roadway to five lanes (two lanes in each direction with a 15- foot center median) from Garners Ferry Road (US 76 / 378) toward Rabbit Run (S-2089 / 404) for an approximate distance of 1300 feet. After 1300 feet, widen the existing road to three lanes (one lane in each direction with a 15-foot center median) to the intersection with Rabbit Run (S-2089 / 404). Extend the existing sidewalk along the east side of Lower Richland Boulevard to Garners Ferry Road. Provide a sidewalk on the west side of Lower Richland Boulevard from Rabbit Run to Garners Ferry Road. A roundabout will be constructed at the intersection of Lower Richland Boulevard and Rabbit Run. Improve the skew angle for the northbound approach on Lower Richland Blvd at Garners Ferry Rd.

North Main/Monticello Intersection & Widening
The proposed scope recommends improving the existing deteriorating roadway surface through repaving, improving roadway aesthetics through imprinted and textured pavement stamping for designated crosswalks and landscape improvements where appropriate, improving night safety with street lighting, and improving pedestrian routes and crosswalks. Other proposed improvements include relocating overhead utilities underground.
