Kelly Mill Road Widening

The proposed scope recommends widening the current roadway alignment from two lanes to three lanes (This new alignment starts at the intersection at with Hard scrabble road and extends 1.2 miles along Kelly Mill Road), along with adding sidewalk on both sides of the roadway for pedestrian access to Lake Carolina Elementary School & Kelly Mill Middle school.
Project Status:
- The OET submitted a scope and fee proposal for design services, which has been approved, approved, and fully executed by the County, authorizing the team to proceed with design activities. The OET has initiated work on the roadway design plans in coordination with County staff and SCDOT to ensure consistency with project goals, funding constraints, and applicable standards. Right-of-Way plans have been submitted to SCDOT for review, and the project team is currently awaiting an Authorization to Proceed (ATP) so that subsequent phases can advance in accordance with the agency's process. In parallel, comments received from multiple public meetings have been carefully reviewed, and those applicable suggestions and concerns are being incorporated into the design plans prior to re-submittal to SCDOT for formal approval. This approach helps ensure the project reflects community input while meeting all regulatory and technical requirements.
